Eligibility

Open to applicants of any nationality, including Ugandan applicants.

Applicant must be seeking admission as a NEW full-time PhD student at an eligible UGC-funded Hong Kong university.

Key selection factors:
• Outstanding academic performance
• Strong research ability and research potential
• Communication and interpersonal skills
• Leadership abilities

Applicant must also satisfy the admission requirements of the particular university and PhD programme selected.

Applicants may choose up to two PhD programmes in one or two participating universities.

IMPORTANT FOR STAFF:
An HKPFS initial application alone is not sufficient. The candidate must also submit the required PhD admission application directly to the selected university/universities.

University-specific academic, English-language, research proposal and document requirements must be checked before advising the candidate.

2027/28 HKPFS application period:
1 September 2026 – 1 December 2026, 12:00 noon Hong Kong time.
